Tornado Cash's Roman Semanov has assumed an unenviable position on the Federal Bureau of Investigation's "Most Wanted" list. The crypto privacy developer has been on the lam for nearly 30 months.

What's the Scoop?

  • Big Charges: On August 21, 2023, an arrest warrant was issued for Semenov after he was federally charged with Conspiracy to Commit Money Laundering; Conspiracy to Operate an Unlicensed Money Transmitting Business; and Conspiracy to Violate the International Emergency Economic Powers Act.
  • Most Wanted: After more than 2 years on the run, the FBI has added Roman Semenov to its "Most Wanted" list, decreeing the blockchain researcher public enemy number one and enlisting the eyes of the public to find the alleged criminal. The FBI notes Semenov's ties with Turkey; Dubai, United Arab Emirates; and Moscow, Russia.
  • Dismal Fate: Semenov's fellow Torando Cash defendant – Roman Storm – was convicted last August of Conspiring to Operate an Unlicensed Money Transmitting Business, a charge that carries a maximum penalty of five years imprisonment and a fine of up to $250k. The Storm jury deadlocked on the two other (more serious) charges, meaning he could be tried for those offenses again before a new jury.
